How to send email by oracle alert after PO approval

 Dear Guys
Can anybody help me to know

How to send email by oracle alert after PO approval.
I made a new customized PO report and I want to replace the Oracle Standard PO Report which is build in JVC java concurrent program.

The new report is in xml. It runs fine by concurrent manager but when i go Purchasing - setup - document types and link this report than output does not generates.
It only takes Data Definition:= Standard Purchase Order Data Source.
