Why we need to create User override for "Central Objects Data Source"

Hi,
Why we need to create User override for  "Central Objects Data Source"  when we create the Environment through Environment Director ?

Why we don't need to create User Override for the Other to data sources 1. Business Data 2. Control Tables ?
