listener.log file shows the emagent connecting multiple times per second for every database

 Oracle 11.2.0.2 on LinuxAgent Version     : 11.1.0.1.0

These are physical standby databases.
No metrics/monitoring are scheduled in under a minute.
In Grid Control the preferred connections are set to SYS/blah as sysdba - we can connect from GC with no problem.

I can't find anything in any log files.  

$ emctl status agent scheduler
