Contractor/Contigent worker able to route PO to next level?

 HI,

we have a situation like an employee(assignment_type = E in per_all_people_f) buyer able to forward PO which exceeds his/her amount but same can't done by non employee (Contractor, Assignment Type :C in Papf).
Is it as per oracle standard ? If no, please advise where to change the setup or what has to be done.

Error message : No approver found wf notification
