Why do you get a question asking if you want to rerun a rule but not on a new rule creation?

This just bit me...  Created a new data load rule, clicked OK and it executed  Need the ability to create a new rule but NOT have it execute when you click OK.  Wanted to create some out periods and associated data rules.  What's weird is that it asks if you want to rerun the rule..  Let me know if we need a case for this
