Distance calculation using ESTIMATE

We are getting 2 different distances from OTM. The distance calculation method was ESTIMATE in both the cases.
Scenario1: Using PC Miler setup with ESTIMATE.

We do a distance inquiry with the rate distance setup as PC MILER. Our PC Miler is not setup for Mexico. So we know it would check for external engine first and it would fail. Then it would use ESTIMATE as we have enabled the ESTIMATE flag on the distance engine. OTM did do that and calculate the distance based on Lat/Long.

Looking up distance in external engine PCMILER PRACTICAL ZIP TO ZIP V23
