Adding a new network range in the network domain default

Can any one give me a complete full step by step how to add a new network

because when I try I completely miss and there are some points which is not clear in the document that I need answers for

the thing is that the only way to add a new network range is that I install an OS with an IP in this range then I discover it then it's added in the network automatically and so on untill I add all the vlans I want to add

so Is there a more professional direct way
