PA_PROJECT_PUB.CREATE_PROGRAM_LINKS API to assign Child Project to Program project

Hi,

We are using PA_PROJECT_PUB.CREATE_PROGRAM_LINKS API to assign Child Project to Program project. We are facing Issues while run the program First time Child Project is not assigned to Program Project. It's giving below Error.

1. This action cannot be successfully completed due to the following errors.
2. IL_GLOBAL_5 (25087): Project ID is invalid.

When I run the same Program second time it's assigned Successfully, Could you please suggest why child Project not assigned to Program project when i run first time

I am enclosed Code for your reference.
