Line level Credit check at order entry/Booking

We require Line level credit check or similar functionality to put order lines on hold if credit limit exceeded at time of order entry/booking. So far I've only managed to implement line level credit checks at picking.

Is there a way to also allow line level credit checks at order entry/booking or any advice on how we can put lines on hold at booking based on credit limit exceeded.

Another option would be to potentially automatically set a flag on the order line to indicate it should not be shipped until credit is cleared. Our picking rule currently looks at shipment priority and if not set to 'Actual' it will not allow a pick. Is there a way to auto set to to something other than actual which would prevent picking and could be used on a report to flag the order line/shipment? Trying to stay with standard oracle before looking at customisations.
