Who can view all requisitions created by all Users in one origanization ?

Hi All ,
Who can view all requisitions created by all Users in one organization of the iprocurement .

I mean  the Approver can see ?
or As a buyer can see all requisitions created by all users in the particular Organization ?

Otherwise Is there any functionality to make one person/employee can view the requisitions created by all requestors ?
