Zero amount Journal entries - for cancelled invoices

 documents the following on page 118

6. If you do not want Payables to create accounting entries for zero amount
withholding tax distributions, enable the Don't Create Zero Amount Accounting or
Invoices option. Also, when this option is enabled, Payables does not create tax
authority invoices for zero amount distributions.


I have checked  all options   
System profile Options  
accounting setup  ledger SLA option  and
Payables   options  - Financials Systems and payables options   for Invoices and for withholding taxes 

Can anyone  tell me where this option is located  ?  We are on R 12.0.6
