How to create a new budget version using PA_BUDGET_PUB API?

Hi experts,
We are trying to create a new version of PJC budget via API but we can't... There is no error, but the new budget don't work!

We are using PA_BUDGET_PUB API CREATE DRAFT but it's not working.

To create a new project and new budget everithing works fine, but when we try to change the budget anything works.. I have an SR openedand I'm still waiting fro an Oracle answer.
Doe anyone have a sample code or a tip to help?
