Missing records in F47027 after R47022 completes running for Order Acknowledgements

I am on JDE 9.0 update 2, and tools release 9.1.0.3.  We utilize the EDI Order Ack process in which R42565 calls R47022 which populates F47027.  I am finding that the pdf created from R42565 has all the orders I expect to see, but that a few orders from the middle of the batch fail to show up on the report generated by R47022.  Those same orders are also missing from F47027.  I'm wondering if anyone else has experienced an issue like this and if there are any suggestions?
