US PAY: Pre-tax HSA Catchup Element Definition

We are setting up testing for our new HSA program to go in effect next year.
How do I get the HSA Catchup element created? When setting up the base HSA pre-tax deduction element, choosing category Health Care 125, the Catch-up Processing section is grayed out and not updateable.
Does the HSA catchup not work the same as the deferred comp catchup?
