OTL Timecard status changing from Approved to Working

Hi,

Trying to load TImecard data through APIs which is already APPROVED.

As per standard functionality timecard that is in APPROVED status cannot be changed. But tried loading data through APIs and it is working fine.

Can anyone please answer if it is expected functionality or is it a bug?
