FRM- 41050 error when use receive transaction function

We are using EBS version 12.1.3

I have created a custom responsibility purchasing inquiry. The function receive transaction when click on it and give a receipt no., but when click on find, it throws FRM- 41050 'You cannot update this record' error. I was able to bring up the receipt finally, but that is after I have to click on the error about 6 to 7 times. Not sure what might be wrong. Where should I go about to investigate on changes might need for the responsibility? Gurus please advise. Thank you. Please see attached image.
