Competency Codes and Types in the F3003

On the planning side, I am looking to see if anyone has any knowledge of the competency codes and type options in the routing table to understand how (if at all) it is connected with the HR module.  I am attempting to use those fields to indicate to a bolt on scheduling solution which types or resources are required.  My client uses HR, so I do not want to interfere with any present of furture configuration in that module.
