How to set action parameter TGL_NULL_ZERO_VALUES value to 'N' (Re: Patch 17229071 Readme section)

I have been asked by I.T. for assistance since I am the functional GL lead.  In the patch 17229071 "Readme" section, a "Functional" paragraph states: 

Parameterized the change delivered in 14528715. Customer should set action parameter TGL_NULL_ZERO_VALUES value to 'N' if they need old  behavior (zero value inserted in GL). By default null will be inserted in GL table.

Can you please provide navigation for me_GL functional lead_ for this to be accomplished?
