content set seems to be building and adding onto the previous content sets

we are running 12.1.3.  We have noticed that when a user runs an fsg with a contenet set and then comes back in and runs the same report with a different content set and keeps the report name the same in the repository it stacks the content sets or adds the new ones to the existing ones.

For now we are renaming the reports in the repository and for each different content set that they are running.

has anyone seen a fix for this?
