11.5.10.2 : Patch 7429271: AD.I.7 - Upgrade to AD.I.7 From AD.I.4 Fails With zfafile.drv File Missin

Hi,

We are in the process of upgrading our database and applications from 9i (9.2.0.7) to 10g(10.2.0.4) and applications from RUP4 to RUP7, This environment is used by my China Team.
As part of this we are applying patch for AD.I.7 (Patch Number :7429271 ), the patch is failing with below error.
AutoPatch error:
The following file is missing:

$APPL_TOPl/zfa/11.5.0/admin/driver/zfafile.drv

We found document (Doc Id 252422.1 ) in metalink which is referring to run and upload detailed output to Oracle.
Please suggest us from where and which patch we need to apply to overcome this language related issue.
