Oracle Configuration Manager

 Hello Community,
I have installed the OCM in my db_home but when I want to instrument the database with it in order to collect configuration data for the oracle support I receive the following OS message:

The program cant start because MSVCR71.dll is missing from your
computer. Try reinstalling the program to fix this problem.

I reinstalled the OCM but same problem. also I checked the MSVCR71.dll in the <oracle_home>\ccr\bin directory, the file was exist there.

Database Version: 11.2.0.1
OS Version          : Windows 2008 Server R2

Please Help.
