Add new tax

Hello,
i'm beginner on EBS. i have a problem with tax setup. i have tax regulation that already use on my EBS which the percentage is 10. now i want to add another regulation which the percentage is 1. i try to configure it but the result is the tax is counted twice.

Example:
before configure:
invoice amount = 100
tax 10 = 10
total amount = 110

after configure
invoice amount = 100
tax 10 = 10
tax 1 = 1
total amount = 111
