Updated Data Dictionary Item is not reflecting on application

I created a custom DD item Y5943P01, this DD item is to be associated with a combo box in an application. I drag and dropped a combo box and set it to the item. Later, I updated 'Edit Rule' of the DD item to UDC, 59/RV. But still the combo box is in disabled state.How should I clear the cache ? 
I tried the following
1. Clearing SAW -> Work with Data Dictionary -> Clear All Caches
2. Deleting spec directory files found locally(like glbltbl.ddb, glbltbl.xdb etc.)
Nothing worked for me
