Use Tax on a Sales Order

Is there anyway to calculate use tax on a sales order? I know that it is not an 'out of the box' supported feature, but I need a method of pulling this off. The client is a flooring subcontractor and since their installations become an integral part of 'real' property, they cannot charge sales tax and must assess use tax. The use tax is assessed at the time the sales order is updated and the tax rate area is determined by the Ship To on the sales order.
