BI Publisher CSV output

 Hi,
We are looking to possibility of generating CSV output , with 1.5 million records and place the file on a file server to be used another system. I have two questions here :

a) Is there any process degrade when we try to pull 1.5 million records ?
b) How do BI Publisher handles a values which has comma (,) in data , does it place the column value in double quotes (" ") ?
