Requisiton AWE Workflow not working if requestor is also a supervisor

We are on FSCM 9.1 PT 8.52.  We want to start using workflow for our requisitions and we do not have ePro.  I am working with AWE.  Below is what we want:

always route to requestor

always route to supervisor

only route to manager if amount >= $10,000 or if requestor is supervisor

only route to director if amount >= $25,000 or if requestor is manager

I tried using Approval List 'Supervisor by Userid' and it doesn't use the dollar amount correctly if the requestor is a supervisor.

Has anyone set up workflow with similar criteria?  I have attached a document that should show exactly what I want to do in AWE Workflow.
