Siebel Open UI Portlets and Shortcut Keys

 Hi has anyone integrated Siebel Open UI Portlets into an external applicaiton,
I have experienced the issue that when navigating using a SWE Command Similar to the below

http://webserver/callcenter_enu/start.swe?SWECmd=GotoView&SWEView=Home+Page+View+(WCC)&IsPortlet=1&SWEApplet=Activity+List+Applet+(WCC+Home)

(I followed the article http://docs.oracle.com/cd/E14004_01/books/config_open_ui/customizing31.html#wp1247187)

I can open the applet just be calling the URL(SWE Command) directly in the browser but I lose some standard behavior in particular the shortcut keys do not work e.g. Alt Q for Query. This is a significant issue for us as this impacts on Usability and WCAG compliance which is a key deliverable for our system.
