Ebtax Calculation for Sales Order at different levels

All,

We know that tax is always calculated at line level for R12 new implementation (not upgrade), that is, one or more TAX lines for each Invoice line.

However, the business requirements for Sales Order are :

1. The SO Header address will be used for tax calculation, which is different from address line

2. Tax line details will be used for tax exemption

Is it possible to achieve such scenario in Ebtax setup?
