Raise (Lower) Severity Button missing in MOS (Service Requests section)

Hi all,
I have been visiting a customer today and helping hime with some doubts using MOS.

When reviewing Service Requests I have noticed that Raise (Lower) Buttom was not present. We have been reviewing together settings section but haven't found anything relevant to make this button appear.

Does anyone knows whiy the button is not present?

One more question. Customer would like to see the timestamp (that is dat and time) in SR updates instead of the "xxx minutes/hours/days ago" message. Can we customized this?
