Cost unchanged after using Hints

Hi,

I execute the same query in 2 different users and for user A, i do see the execution plan change with different cost while using hints however for user B the cost remains same for both with hints and without hints. The query is exactly the same.

Can you please let me know on how to proceed further troubleshooting
