Question on applying Translation Patches after localization

Hi,
Apps 12.1.3

Currently We have following language Translations installed in our environment....

American English (Base Language)
Brazilian Portuguese
German
French
Spanish
Italian
Simplified Chinese

We are planning to apply localizations of following regions...

India
Venezuela
Colombia
Norway

We wanted to know do we need to raise new request for TSP (Translation Synchronization Patch) after applying localization patches for above four regions ??

support checked some localization and CLL paches
Some localization patches do not have translation patches
For example 11857072:R12.JAI.B
In such cases I don't see the need.
CLL patches on the other hand do have translations in other languages.
