Patch 13390677 not including Opatch 17213140

Hi

Does anybody know, if i have to reinstall Opatch 172131340  after upgrading to 11.2.0.4 (Patch 13390677). I can't find any Information about this. Without Opatch 17213140 installed on the 11.2-databases,my Oracle Grid Control 12c didn't work correct (monitored SQL executions).
