Oracle Diagnostics Tool Execuction Issue

Hi Guys : 
Support asking me to run a diagnostics test for a payable Issue related to close period .
The Issue is , After select accounting health check ,i have to choose from the responsibility ID LOV , No data retrieved ? 

The Message is "The Web page Cannot be found" ...

Help will be appreciated.
