Apex 4.2.3 is out and is available to download from http://www.oracle.com/technetwork/developer-tools/apex/downloads/index.html

For existing Application Express 4.2.0, Application Express 4.2.1, and Application Express 4.2.2 installations, please download the Application Express 4.2.3 patch set from My Oracle Support, Patch #: 17347169
