Late Charges not picking all overdue invoices

We have this issue:Late Charges Issue: Generate Late Charges is not Picking Overdue Invoices (Doc ID 746324.1)

Question 1: How do we "release" the invoice from the failed batch?
Do we just delete it?
Question 2: We processed a new subsequent batch since the failed batch and it did not pickup all the outstanding invoices. Do we just generate again once we "release" the invoice from the failed batch?
