Creation of purchasing requisitions when Descriptive Direct items are added to a WO using the APPS.E

We are working on some automation where we would like to add Descriptive Direct items to a WO using the APPS.EAM_PROCESS_WO_PUB.PROCESS_WO procedure.  We have been successful in creating the WO and the Descriptive Direct items, however they are not automatically creating a requisition like we expect.  The WO is in a released status and the Descriptive Direct item has the auto-allocate flag set to 'Y'.  If after creating a WO and descriptive direct item record using the API we then create another WO manually that has its own descriptive direct item on it then we get a requisition for both
