HBRExport.cmd utility fails to connect to rdbms

Hi, I'm trying to use the HBRExport.cmd utility to export 11.1.1.3 HBRules.  I've configured the HBRServer.properties file, evening moving it ti the same folder as the .cmd file.  With the latter, it finally finds the connection parameters, but still fails to connect.  I've updated my tnsnames.ora on the 11.1.2.2 server, and sqlplus as well as tnsping can successfully connect to the source database (Oracle Database 10g Enterprise Edition Release 10.2.0.4.0 - 64bit). I even used the encrypted password process and still the same results. Yes, I have the White Paper in-hand, thanks.

Any help on command line syntax would also be helpful.
