How to fix a misconfigured 12c agent

I have an agent that, when up, shows that it is communicating with the OMS, but the OMS thinks it is down.
I tried to deploy the plugin oracle.sysman.db, with emcli, but it failed with the message  Agent is Misconfigured. Required property not found.

Where do I find error messages for this?  How can I fix?

Should I just remove all of the agent binaries and redeploy the agent?
