Advanced Pricing - General Question regarding 5% discount for backorders

We are looking into a revamp of our SO backorder release process.  Company policy is to give a 5% discount for all lines on a SO that backorder.  Currently, applying this discount is a laborious process which I hope to eliminate. 

Within Advanced Pricing, is it possible to automatically apply this 5% discount when a line backorders or when the backorder is released?  I'm not looking for specifics at this time, but feel free to get specific if you would like.
