iProcurement Personalizations

We'd like to make some changes to our iProcurement screens, but I'm having trouble turning the Personalization link "on."  I've tried setting the Profile Option, Personalize Self-Service Defn, to Yes at User, Resp, and even Site level, but no matter what I do, we do not see the Personalize link in iPro.  It's working fine in our Dev and Acpt environments, but not Prod.  Could there be another Profile Option that is effectively "overriding" this one??  Thanks in advance...
