Expenses 9.1 Employee Self Service - users are unable to create "templates" of expense types

Our users are not returning any Expense Types when attempting to create their own "User Templates" within Employee Self Service. I've not found any set control values that would be applicable. The expense types are well established and, in fact, I've createed several Public templates for the entire user bases' use without issue.

Does anyone have thoughts on why the expense types will not appear in the drop down (screenshot attached).
