No Serial Numbers found in shipping transaction form

(Version R11i).
We usually enter serial numbers in the Shipping Transaction form (select Tools > Serial Numbers.) but on one delivery, when I open Serial Number window there is nothing I can find in the LOV. Item is serial control and I can find the item through serial number in inventory.
