Setting up monitoring jobs

I want to set up a Monintoring job using OEM which will send a mail to the dba's as per set frequency about all the long running jobs/sessions in the database which are running for more than one hour.
Is there a way to define such custom jobs in OEM only for certain databases and for all databases?
