Custom report PDF format output error

I have developed a Custom report via oracle report builder (RDF format)
 then i altered it's output type to PDF format 
through the system administrator responsibility >define concurrent program 

the issue i have when i run the request in PDF format
 it gives me the attached output and data appears in unknown language 
 although the only embedded language in the report is English
