Form Personalization error Message

Dear,

I am try to do the personalzation in form with using of this navigation ( Help>>Diagnoes>> Custom Code >> Personalize)  but I got below mentioned error message and I also attached the screen shoot for error message.

"Function not available for this responsibility. Change Responsibility or Contact system admnistrator" . kindl y advise.
