Failed Assertion Template Import

Hello,I'm trying to import an assertion template from the example bpel-310-PartialMessageEncryption. In EM, Weblogic Domain->My Domain->Web Services->Policies, in right had corner click on "Web Services Assertion Templates". Then "Import From File", choose the template and then I get an error. I had successfully imported the template, then deleted it and tried again. This time I received the error message :

Template import failed with exception. View log file for further detail.

The log file emoms.log showed the below exception. I can't make much of it.
