OAF Page Error - Controlling Purchasing Period

In a Release 12.1.1 Vision Instance, when I try to open an OAF page, (like Controlling Purchasing Period) or iProcurement using standing Purchasing responsibility I get an OAF page error.  I am attaching a screen shot.

The same error is referred to in the above document, which says MO: Operating Unit profile is not set. 

When I checked the profile option, it has been correctly set and in fact in a Form face page, no issue or exception is raised.
