Patch 7461070 fails on ORA-12505

Hi Everybody
I'm upgrading a Test instance following document E14010-01 on chapter 3 step 9 outline
that have to apply patch 7461070, when patch is running got error on scripts
fnd_seed_stage_config.xdf
fnd_seed_stage_entity.xdf

both fails on
Unable to get the database connection using schema username/passwordListener refused the connection with the following error:
ORA-12505, TNS:listener does not currently know of SID given in connect descriptor

have done others upgrades to test developments with recently data and did not find this issue.
