Sales Order Header Closed, lines are open

Not sure how this can happen.  I have seen note 806534.1 and that is for a return line, very similar to my scenario.  I have sales lines that are open (shipping to a customer) and a couple drop ship lines (shipping to a customer from a 3rd party) but the headers are closed.  The warehouse can not release the lines we are shipping.  This results in manual work arounds: calling third party drop shippers, enter a new order for the one internal line we are going to ship, etc.

Is this a WF issue?  Any ideas/help is much appreciated.
