Configuring the Siebel 8.1.1.10 Gateway Server fails on Windows Server 2008 with DB2 Data Server Cli

 I decided to install the Siebel 8.1.1.10 Gateway Server on Windows Server 2008 Enterprise (x86) on a VM. Normally, I would have done this on Windows Server 2003, but our Systems Administrator is keen to move to later operating systems.
Before installing 8.1.1.10, I installed the Microsoft Compatibility Manager and set compatibility for the installer Siebel_Enterprise_Server\Disk1\install\Module.exe to Windows Server 2003 SP1. I also installed the DB2 Data Server Client v9.7.

Installation of the Siebel Enterprise components was uneventful. Creating the Gateway Server service using the Siebel Enterprise Configuration UI was also exactly to plan. However, creating a new Enterprise failed with a popup message to the effect that the configuration had failed with an instruction to check the log file. Well, first off, I didn't know where the log files were, but I eventually found them in cfgtoollogs, but there was no clue in there. The log file just ended with no indication that there was even a failure, even with the -verbose flag set on the configuration program.
